On November 8, 2016, four days after the Paris Agreement entered into force in the United States, Donald Trump was elected President of the United States by the Republican Party. Many conservative Republicans dispute the extent of human involvement in climate change.  Trump is a climate change skeptic who tweeted in 2012 that he believed the concept of global warming was created by China to harm American competitiveness.   During Trump`s 2016 election campaign, Trump promised to revive the coal industry, which he said was hampered by environmental regulations. It has been argued that this contributes to the support it enjoys from the major Swing States.  His opposition to climate action remained unchanged during the first months of his presidency, during which he issued an executive order to cancel Obama`s Clean Power Plan and other environmental regulations.  The main objective of the agreement is to keep the global average temperature rise well below 2°C above pre-industrial levels, including by reducing greenhouse gas emissions. The agreement differs from the 1997 Kyoto Protocol, the last widely used amendment to the UNFCCC, in that no annex is drafted to reduce the liability of developing countries. On the contrary, emissions targets have been negotiated separately for each country and must be applied voluntarily, leading U.S. officials to view the Paris Agreement as an executive agreement rather than a legally binding treaty.
This removed the requirement for the U.S. Congress to ratify the agreement.  In April 2016, the United States became a signatory to the Paris Agreement and accepted it by executive order in September 2016. President Obama has promised the United States to contribute $3 billion to the Green Climate Fund.  The Fund aims to raise $100 billion annually by 2020. Support and opposition to this decision have been flagged among Trump`s cabinet and advisers: Energy Secretary Rick Perry, Secretary of State Rex Tillerson, Economic Adviser Gary Cohn and Adviser and son-in-law Jared Kushner would have liked the US to remain committed to the deal, while White House adviser Steve Bannon, White House adviser Don McGahn and EPA Administrator Scott Pruitt wanted the U.S. to give it up.  When the withdrawal takes effect, the United States will be the only UNFCCC member states not to have signed the Paris Agreement. At the time of the initial announcement of the withdrawal, Syria and Nicaragua were also not participating; Syria and Nicaragua have since ratified the agreement, making the United States the only UNFCCC member state that intends not to be a party to the agreement.  After Trump`s announcement, the governors of several U.S. states formed the U.S.
Climate Alliance to advance the goals of the Paris Agreement at the national level despite the federal withdrawal. As of July 1, 2019, 24 states, American Samoa and Puerto Rico have joined the alliance, and similar commitments have also been expressed by other governors, mayors, and state companies.  Former President Bill Clinton wrote: «To depart from the Treaty of Paris is a mistake. Climate change is real. We owe our children more. Protecting our future also creates more jobs.  Former President Barack Obama said of Trump`s decision: «Even if this administration joins a small handful of nations that reject the future, I am confident that our states, cities, and businesses will rise up and do even more to lead the way and help protect the unique planet we have for future generations.»  Former Vice President Joe Biden said he believed the move would endanger American security.  Under Article 28 of the Agreement, the Parties may withdraw from the Agreement after notification of withdrawal to the Depositary, which may be notified for the country no earlier than three years after the entry into force of the Agreement. Payment shall be made one year after notification to the depositary. Alternatively, the agreement stipulates that a withdrawal from the UNFCCC, under which the Paris Agreement was adopted, would also remove the state from the Paris Agreement. The conditions for withdrawal from the UNFCCC are the same as for the Paris Agreement.
A voluntary withdrawal occurs when a partner decides to leave the partnership and inform the other partners. A common reason for this type of payment is retirement. On the day of Trump`s planned withdrawal, 25 companies published a full-page open letter to President Trump in the New York Times and the Wall Street Journal encouraging the administration to keep the United States in the Paris Agreement.   The companies were: As a consumer, you have the right to terminate the contract concluded in the online shop within 14 days without giving reasons. The withdrawal period from the contract ends 14 days from the day on which you came into possession of the item or from which a third party specified by you, who is not the carrier, came into possession of the item. In order to exercise your right of withdrawal, you must inform us of your decision to withdraw from this contract by means of a clear statement (e.g.B. a letter sent by post or e-mail). You can send the statement, for example: the Tampa Bay Times criticized this decision, writing that it would particularly endanger coastal states like Florida, which are already suffering from rising sea levels, damaging property and infrastructure, and affecting the supply of drinking water.  The Detroit Free Press noted that «President Donald Trump has betrayed the future of our children, grandchildren, and our planet.»  On June 1, 2017, U.S.
President Donald Trump announced that the United States would cease all participation in the 2015 Paris Climate Agreement and begin negotiations to resume the agreement «on fair terms for the United States, its businesses, workers, people, taxpayers» or to conclude a new agreement.  In withdrawing from the agreement, Trump declared that «the Paris Agreement will undermine (the U.S. economy)» and «permanently disadvantage (the United States).»   Trump said the withdrawal would be in line with his America First policy. Under the terms of the agreement, the United States would have to wait only one month after submitting its intention to reinstate the agreement before formally rejoining the agreement, although it would lose some of the privileges of the short time the country withdrew from the agreement; For example, they would not be able to attend important meetings until they are members.  5. withdrawal will result in the own emission zone in scenarios 20, 13 and 00 being increased by 14%, 28% and 54% respectively.»  This would mean that the U.S. will have more leeway to emit carbon, while other countries will have to reduce their emissions in order to meet their goal of just 2°C.  Trump`s withdrawal will also increase the carbon price for other countries while lowering his own carbon price.  The United States submitted its intention to withdraw as soon as possible, on November 4, 2019. At the end of the one-year period, on November 4, 2020, the United States officially withdrew from the agreement, coincidentally the day after the 2020 U.S. presidential election  3.
